Voters are the people who at least had done a transaction using the tracer token and have also used the DAO contract in any of their transactions. Here the algorithm works such that the address in which the tracer token is deposited corresponds to a positive increase in the voting power of the origin address, while one who had deducted the tracer token from the wallet will have less impact as they have negative voting power in the tracer.

The chart displays the people or the addresses that had so far done transactions with the tracer tokens. But to find the voters in this tracer DAO only addresses that had deposited tracer tokens are accounted. Interesting!
